UCP says that the name and address of the consignee must correspond accurately with the credit. often the goods are consigned to the order of nominating bank which endorse the BL to the order of requested party; say issuing bank. the general practice is that the nominated bank only write the name of issuing bank. is this a discrepancy?
2.
credit issued by XYZ bank and calls for "BL must be issued to the order of XYZ bank". the BL presented shows in the box of consignee "to the order of XYZ bank" no address. given that the address of the XYZ bank is at the very begining of the credit, will you count it as a discrepancy?

Addresses in B/Ls
1) Sorry Shahriar, I didn't quite catch the point.
2) If a credit calls for a B/L to be issued to order of XYZ Bank that that's exactly what they should get. If they need an order-clause with a full address then they should clearly say so!. No discrepancies.

Read 14(j) carefully. It reads (extract):
… when the address and contact details of the applicant appear as part of the consignee or notify party details on a transport document subject to articles 19, 20, 21, 22, 23, 24 or 25, they must be as stated in the credit.
In other cases one should do as the LC says – so if that one e.g. says “B/L issued to the order of bank XYZ” – I would accept a B/L saying “to the order of bank XYZ” in the consignee field.

As for Your situations
1/ it is quite difficult to say anything since no details of what is requested under LC is stated.
2/ no discrepancy since the goods are consigned exactly to the party requested under LC, i.e. "to the order of XYZ bank". All other is additional and secondary.
Moreover I do not really know what will be reaction, if address of the issuing bank would be stated in addition (but not requested under LC).
