According to incoterm FCA, the sellers responsibility ceases once he hands over the goods to the carrier/consolidator nominated by the buyer. Once the goods are handed over to your consolidator by the seller, he should then issue the B/L and hand over the same to the seller. Since there is an LC involved for payment, it is out of the interest of seller/beneficiary to ask for the transport document from the consolidator and submit it to his bank along with other docs called for under the L/C for getting paid. Therefore, its a bit of coordination that you have to do with the consolidator and your supplier. Instruct the conolidator to issue the B/L to the supplier immediately, if he has not done so far and educate the supplier that it is his responsibility to facilitate all docs through his bank for getting paid......all the best!!!
