Yantian,Chiwan,Shekou are the ports of shenzhen.
If COO mentined Shenzhen as a menas of transport, will not make the document discrepant.

The shipment route in the C/O is not that vital. Very often you will find wordings like "intended" in connection with the shipment route or general routes like "from China to Germany by sea". The main idea should be "as long as it is not contradicting it is okay!"
So checking this detail should be done with good will. However Shenzhen and Yantian are two different towns. If Shenzhen sub-province was meant, why wasn't it stated?
Why do we specialists have to analyze and debate for idiotical neglects which could have been easily avoided? Most discrepant docs are taken up afterwards. In fact, I only had two rejections under some ten thousand sets of documents I have processed within my life.
If the debate is only for a mere USD 150 discrepancy fee, I think the exporter owes it to the bank's envolved, as work and hazzle was caused by his neglect.
As an applicant, I would easily take up such documents.

If this is a UCP 600 LC, the CO information cannot "conflict" with information stated on the BL. If the LC does not ask for the port of loading to be indicated on the CO then it is not needed. However, if something is stated then it must not conflict with the LC and the other required documents.
