May I ask for your opinion of the following :
L/C 46A:
A certificate issued by Shipping Co or their agents certifying that shipment has been effected by conference line and/or regular line vessels only covered by institute classification clause to accompany the documents.
Document presented :
B/L issued by Maersk Line,
signed by MAERSK LINE UK as agent for the carrier MAERSK LINE
Shipping Co. Cert. issued by MAERSK LINE, Signed as follows :

ISSUING BANK QUOTED THE DISCREPANCY :
Shipping Co. Cert. signed by Agent differ from the name of agnet on B/L.
Please comment whether it is valid or not.

The cert has been issued by the carrier (Maersk Line) and has been signed by carrier stating that it is acting as agents of the parent , The Maersk Company Limited. I would regard this as being issued by the "shipping company" and therefore complying wih LC requirements.
I don't see how the agents are viewed as different by the discrepancy raising bank, unless a distinction is made between MAERSK LINE and MAERSK LINE UK. In any case, the LC simply requires a shipping company's certificate, and no requirements are prescribed in relation to the agents. Provided, the certificate has been issued by a shipping co, or its agent, (even though this might differ to the B/L) and can be linked to the underlying shipment by appropriate reference, I would not regard this as a discrepancy
