What is the significance of - full set of B/L ''drawn or endorsed to the order of ........Bank'' & "endorsed to .....Bank"

If in a B/l clause, it is stated -full set of B/L....

 ""endorsed to .....Bank" instead of "''  drawn or endorsed to the order of ........Bank''

Sorry, i don't understand what you meant. "... bank" here is the issuing bank or any bank else? You mean "a full set of BL drawn or endorsed to the order of ........Bank presented under LC" so 3/3 originals of BL must be endorsed by a bank then presented to issuing bank, right? So, how does the issuing bank endorse the BL to allow consignee/ importer receiving goods?
