Hi Friend,

if the document is signed by forwarder "as carrier" it is acceptable.

Hi,

    In this kind of transport document forwarder signs as a

 " carrier "  and acts as a " contractual carrier ".

 It is title document like marine/ocean B/L and could be made out in negotiable (to order of ...) form.
