Shipment date is the date on which goods have been placed on board, as contemplated by the issuance date of an "on board" bill of lading, or if bill of lading shows that goods have been "received for shipment", shipment date is the date of added "on board" notation.
Date of sailing is the date on which vessel leaves the port, but this latter date is rarely significant or required to appear on documents in the context of letters of credit.

ayub has explained it well and all. of the many differences and importance of both, it is necessary for the buyer to know what date the supplier had completed their obligation of loading the cargo onto the ship. in most cases, the supplier faxes a copy of the b/l the moment the cargo is loaded. the buyer then can sit slightly more at rest.
in most cases, we might see that the ship sails in a few days from the date of boarding. this is factored into the 21 day presentation period that we use normally on the credit.

Sailing Date : This is the actual date of departure of vessel from any respective port of loading.
On Board Date : In this, the Bill of Lading which certifies that the specified goods have been received in good order and condition from the named shipper. Since ship/vessel do not take any responsibility whether goods are not loaded as per buyer's condition, they do check only container condition as per required norms.

As my case is that shipped on board date 20 Oct but issuing date 31 Oct.
We had submitted docs within 15 days from ship on board date.
