Unless there is some local law which says otherwise, you do NOT need the AWB to clear the goods through customs.
Under normal conditions you do not even need the AWB to obtain release.
Where you have a challenge is in that the AWB is consigned to the bank (if it is consigned to the ‘order’ of the bank this is misleading as an AWB cannot be consigned in that manner).
As it is consigned to the bank, you will need the bank’s release letter for you to obtain release of the cargo from the carrier. Whether they will issue it to you depends on several factors – and the loss of the AWB may or may not be important to them.
Check if the bank (the bank holding the papers) will issue the release letter and if not – you can perhaps ask the overseas agent to issue a second set of AWB’s. (Of course, if they do, you will STILL need the bank's release letter).

Agreed with Phill comment. Bank will authorize to take up the goods under full previous acceptance of documents if the payment is under l/c or against a deposit or credit line if under collection.
